Absent: Lendon Crosby
Intent:
1) Agree on a process to stay ahead of the rising costs for expenses (landscaping, infrastructure, utility maintenance and insurance) incurred for the Kirkwood subdivision. There was 100% concurrence to add an attachment to the 2025 annual dues letter requesting an affirmative vote (need 75% of the owners) to modify the deed restrictions section 9 (b) and by laws Article IV Charges and Assessments Section 1. These changes would be effective 1/1/2026.
2) Agreement that all social events report back to the Kirkwood board on the event name, attendance, date, and cost.

We had 16 homes represented. Based on our by-laws – Section VI – not less than ten(10%) percent of the members of the Association in good standing will constitute a quorum for the transaction of business at any meeting providing written notice of the time and place of the meeting has been to all members ten (10) days or more in advance of the meeting. Thank you to all that took the time to attend. Appreciate it!

o 98.5% have paid their 2024 dues of $150
o 68.4% have paid their 2024 social dues of $20

o New process to visit new neighbors wishing to join Kirkwood’s Facebook page prior to granting access. We have had several requests to be added to our Facebook page that are not legit.

o Personal emails have been removed from the Kirkwood website
o Discussed email blasts/Facebook posts to be applied to those that do not pay their annual dues by the due date.
o Please note that all board positions are voluntary – to help our volunteers, please pay your dues on time – there are homes that need multiple reminders.
o If traveling out of town during the winter months, please make arrangements to pay your dues in advance
· Deeds & Restriction – Bill Fay
o Reminder any home improvement made to the footprint of your home requires a sign off of the Kirkwood Deeds and Restriction committee
o Take the time to review the Bloomfield Township ordinance violations – we have several neighbors not compliant (Bloomfieldtwp.org/property maintenance)
· Directory – Jean Fay
o Haven’t been successful in getting a printer for our directory – Please keep Jeanfay4@gmail.com updated on any changes. We will look at some options to get a printed directory out later this year.
· Landscaping – Jean Fay
o Kingsmill entrance island has been relandscaped -
o Looking at an estimate to add some plantings to Raven Court
o Benches will be purchased and placed on some of the islands
· Lake Association – Thom Burns
o Culverts used for drainage of the subdivision to the lake have been collapsing – an evaluation of the collapsed culvert was reviewed and a recommendation to repair has been made to the lake association
· Open Discussion
o Visibility of trash cans - Current Bloomfield Ordinance - Property Maintenance Board of Appeals – 12 Trash – Trash cans may not be set out at the curb earlier than 12 noon the day before collection and must be removed from the curb within 12 hours of service. All trash, recycling and yard waste containers must be stored inside and out of public view when not out for collection. - Please comply.
o It was asked if we could enforce or request a guideline to control the noise of lawn equipment, etc. during certain hours (after 6 pm, and or Sunday mornings) –
§ Current Bloomfield ordinance that applies to commercial - The hours permitted under the Noise Ordinance, Chapter 14, article 11 are 7:00AM to 6:00 PM Monday through Saturday. Such equipment is not permitted to be operated on Sundays or legal holidays.
· Election of Officers – Current officers have ageed to stand for reelection and members are invited to nominate member including self-nominations for any officer position. No additional nominees were proposed. The following officers were motion to accept by Lauren Zakalik- seconded by Deb Quenaudon
